CASA Part 135 Transition Explained

The Civil Aviation Safety Authority (CASA) will be officially rolling out the updates to the new flight operations regulations ( Civil Aviation Safety Regulations Part 135 ) for operators conducting air transport in smaller aeroplanes on 2 December 2021 – but what does this mean for you? And what do you actually need to do?

This roll out has been organised to aid in making the transition as easy and manageable as possible for businesses affected. Whilst the change will take affect from 2 December, you will not need to apply for the reissue of your AOC at this date, nor will you have to re-write all your manuals in advance.

More good news is that you can start the transition process from 7 June 2021, which should give you enough time to get all your documentation and processes reviewed.

Upcoming Dates

7 June 2021:
You can start the process.
5 October 2021: Submit a change management procedure to CASA (as an annex to your manual).
1 December 2021: Submit operations manual updated to comply with new regulations (may be updated by addition of amendments and attachments) and a statement that it does comply.

You will also need to submit a copy of any CASA “instruments” (exemptions/approvals) you are operating under (so CASA can re-approve these under the new regulations)
2 December 2021:New rules (except deferred parts) come into effect.
2 June 2022: Changes  contained in amendments and attachments (from 2 Dec requirement) to be fully incorporated  into manual. All old regulations references to be removed from manual.

Deferred Dates

The following requirements of the regulations that have been deferred, if you are subject to these you will be required to have a final submission of operation documentation to CASA in accordance with the following dates.

2 September 2022Training and checking systems 
2 June 2023Human factors (HF) and non-technical skills (NTS) training 
4 September 2023Rotorcraft performance requirements
3 June 2024Safety management systems 

Please be aware that the dates for compliance with these requirements will be between 3 and 6 months after the submission dates, for CASA to be able to assess draft documentation and liaise with operators as necessary.
